DALLAS CITY HOMES

The Armonia Apartments

Armonia Apartments is a 15-unit development located in the historically rich La Bajada neighborhood of West Dallas. It is designed to provide high-quality, attainable housing for a diverse range of residents. The name “Armonia,” meaning harmony, was selected in collaboration with the La Bajada Neighborhood Association and reflects a shared vision for unity, cultural preservation, and community investment.
The property features a mixed-income model, serving residents earning between 30% and 120% of Area Median Income (AMI), alongside market-rate units. This approach supports long-term economic diversity, neighborhood stability, and a truly harmonious living environment.
This multifamily community development was made possible through a strong public-private partnership, including HUD, the City of Dallas, the Dallas Housing Opportunity Fund (DHOF), and key local stakeholders. The total development cost exceeds $4 million and is supported by a layered capital stack that blends public and private investment, including:
  • $2,085,504 in HUD HOME funds
  • $300,000 in City of Dallas grant funding for green energy investments
  • $1,685,100 from the Dallas Housing Opportunity Fund (DHOF)
  • $350,000 in developer equity
Armonia Apartments emphasizes sustainable and equitable practices throughout the construction process and beyond. This commitment is reflected in a senior set-aside (65+), with planned programming focused on social services, health awareness, and digital connectivity, including a partnership with Spectrum.
The property also incorporates green and energy-efficient features, such as solar infrastructure and EV charging access, supporting long-term affordability and sustainability. Resident well-being is prioritized in every aspect of development and continues throughout residency at Armonia Apartments, including an “all bills paid” model (utilities included) to help reduce cost burdens and improve housing stability.

Impact Levels

  • Funds to support the redevelopment of the Hillburn Hills Community Center. This includes flooring, foundation repair, carpentry, and more. These improvements will bring new life to the Hillburn Hills community. The newly renovated community center will be the home of a beautiful multi-purpose/flex space (for seminars, workshops, and classes), a computer lab, telehealth pods, and a space for a food pantry.

  • Supports the operations of our 3rd annual National Night Out event. It will help fund food, entertainment, and materials for the event. National Night Out in Queen City is an event that is centered around connection, community, and camaraderie.

  • Invests in the sustainability of our lab by covering emergency expenses such as lab equipment repairs, essential technology updates/upgrade fees, and antivirus costs. This ensures our residents have access to the tools they need to grow and thrive.

  • Funds classroom materials to administer the educational and wellness workshops for our residents (whiteboards, projector, etc.). These resources ignite opportunities for learning and empowerment.

  • Provides funds for general operating expenses and for resources needed for our Neighborhood Capacity Building Partners to bring awareness and support our communities. This level ensures that Dallas City Homes can continue to connect residents with the resources they need for success.
